Course Justification
Construction claims are a prevalent issue in the industry, often leading to significant delays and cost overruns. Managing these claims effectively requires specialised skills that essentially exceed traditional construction expertise. This course aims to fill this skill gap by providing intensive training in applying contracts law, drafting and evaluating and negating claims.
Many professionals lack the necessary knowledge and tools to manage claims efficiently, resulting in poorly handled claims and suboptimal project outcomes. This course addresses these deficiencies by offering in-depth coverage of critical topics, including documentary review, delay analysis, cost assessment and preparation, and best practices in claim management.
By enrolling in this course, prospective students will gain the hands-on experience needed to handle construction claims proactively. They will be equipped to reduce disputes, enhance project success, and ensure client satisfaction. This training is crucial for anyone looking to excel in effectively managing construction claims.
Course Description
This course provides a comprehensive understanding and application of construction claims backed by theoretical concepts and practical examples. Hence, the course content covers various claim types while examining relevant case precedents. It is designed to be engaging and interactive, with 40 hours of lectures, tutorials, in-class tests, dynamic discussions, interactive online educational games, and collaborative group activities.
Various evaluation methods are employed to assess students' understanding and progress. These include module-end examinations to assess knowledge acquired and individual assignments to gauge critical thinking abilities and analysis. Peer review is also encouraged to help students learn from their peers' management of claims and identify potential shortfalls and areas of improvement.
By integrating these diverse assessments and teaching methods, the course ensures a comprehensive evaluation of students' mastery of claim management principles and their ability to apply them in real-world scenarios.
Aim: To develop the skills necessary to accurately calculate the quantum of cost claims and effectively manage construction claims throughout the project lifecycle.
Course Outcome:
By the end of this course, you will be able to:
> Identify and elucidate various sources and types of construction claims, differentiate between claims and variations, demystify mitigation and causation principles, and elucidate FIDIC 2017 Red Book claim provisions.
> Demonstrate mastery in preparing and assessing following claims by applying mitigation strategies and calculating quantum accurately to ensure effective claim management in construction projects.
⮚ EOT claims, including concurrent delays
⮚ Prolongation cost claims
⮚ Non-typical construction claims(head office overhead claims, price fluctuation claims, quantum meruit claims, global claims, financial claims, consequential loss claims, and ex-gratia claims)
> Demonstrate mastery in identifying applicable contract provisions, analyse cause and effect, establish legal basis of claims, meet condition precedent(s), including mitigation measures, and finalise, complie, and submit claims in construction projects.
> Demonstrate skills in defending construction claims and drafting effective correspondences by understanding common defence strategies and applying best practices in professional communication.
> Demonstrate the art of negotiating construction claims by developing essential negotiation skills and soft skills to effectively manage and resolve claims through successful negotiation strategies.
> Establish a vision and goals with an action plan for the future career.
Who Should Attend: Quantity Surveyors who wish to obtain mystery in claims/Contract Administrators/Commercial managers/ Site engineers/ Planning engineers and academics who wish to obtain added experience in teaching claims and contracts-related modules, training in claims and mentoring students’ projects and dissertations.
Minimum Entry Qualification:
- A minimum of Certificate-level qualification directly related to a professional discipline in the construction industry and
- A minimum of 3 years experience as a quantity surveyor, contract administrator, or in a directly related discipline.

Hasitha Gunasekara is a seasoned Chartered Quantity Surveyor and Director of ARQS (Pvt) Ltd, bringing with him over two decades of global experience in quantity surveying, contracts administration, and construction claims management. His role at ARQS has seen him lead numerous high-value projects where he has been directly involved in preparing, reviewing, and successfully negotiating construction claims. With a strong academic background, Mr. Gunasekara blends technical expertise with strategic insight. His deep practical knowledge and proven ability to manage claims make him an invaluable asset in the teaching of construction claims. Learners under his guidance gain not only theoretical understanding but also practical skills and techniques essential for real-world claims handling in the construction industry.

Ch.QS. Sumith Lokuge is a veteran Chartered Quantity Surveyor and Claim & Contract Manager with over 20 years of progressive experience in the construction industry. As the Director of Dakshina Cost Consultants and Associate Director at 3G Consultants (Pvt) Ltd, he has built a solid reputation for his expertise in contract administration, claims preparation, and successful negotiation of complex construction claims. His professional background includes various roles, where he was instrumental in managing claims across infrastructure and building projects. With a strong foundation in construction law and hands-on experience in claims strategy and resolution, he brings a practical, real-world approach to teaching construction claims, empowering learners with the knowledge, skills, and confidence to handle claims effectively in today’s challenging project environments.

Dilan De Silva is a Chartered Quantity Surveyor with over 17 years of diverse experience across the construction industry. He has held key roles such as Quantity Surveyor, Contract Administrator, Contracts Manager, Procurement Manager, and Commercial Manager. Dilan has extensive expertise in construction claim management, having prepared a wide range of claims while working as a Contracts Manager for a major contractor in Australia. His experience also includes reviewing and assessing complex claims in his roles with international consultancy firms in Qatar and Oman.
Mr. De Silva is the lecturer/Knowledge Manager for Modules 0, 1 & 2.
Manuja Nallaperuma M.Sc. Eng., B.Sc. Eng. (Hons), MIEAust
Manuja Nallaperuma is a qualified Civil Engineer and an experienced Construction Planner with a strong background in quantum assessment of EOT claims. With over six years of industry experience as a planner, he has worked for various contractors on complex road, bridge, and industrial projects. His expertise includes construction planning, delay analysis, EOT claims, and contract administration. Mr. Nallaperuma has also contributed to international projects, providing specialist support in delay analysis due to his claim expertise.
Mr. Nallaperuma is a lecturer/Knowledge Manager for Modules 3, and covers th e topics relates to quantum assessment of EOT claims.
